Missions of the various departments

Port Operations and Development Management

  • Economy and Development Department
    is entrusted with studies for location of firms on Port property, socio-economic studies, statistical monitoring of traffic, as well as defining port tariffs.

  • Equipment Department
    ensures availability of personnel, handling equipment (cranes, gantries and miscellaneous handling equipment) to answer to customers’ expectations. In this framework, it is especially responsible for maintenance of the equipments

  • The Harbourmaster’s Authority
    is in charge of maritime security (port police function), mooring of vessels alongside the quay and security for all the port terminals.
  • Operations Manager
    is responsible for monitoring commercial operations on the port terminals, analysing calls of port and actions relating to invoicing of duties, drawing up regulations, etc

Development and the Environment Management

  • Development and Infrastructures Department
    ensures technical studies on construction works (quays, etc.), port developments and spaces devoted to the port and industry, contracting certain works, following up infrastructure investments, and management of the contracts concerned
  • Workshops and Dredging Department
    outfits, runs and maintains dredgers and service equipment related to dredging activities. Also equipped with a naval repair centre having various workshops (joinery, electricity, mechanics and sheet metal work - piping) and a floating dock.
  • Maritime Environment and Channel Department
    conducts hydrographical surveillance of the channel, studies into hydrosedimentary effects and into works on the channel, studies and environmental actions related to the natural environments and making electronic and information technology equipment available to the Harbourmaster’s Authority and Workshops and Dredging Departments.
 

Property and Territorial Action Department

  • Property and Urban Planning Department
    in charge of dynamic management of the Port’s property (covering about 3,000 hectares), advisory services, application and control of general and urban planning statutory procedures, drawing up contracts for occupation of property, and taking part in plot and development studies.
  • Rouen Territorial Department
    responsible for relations with local players (towns, economic players, etc.) in the Rouen area, maintaining and upkeep of the heritage (natural spaces, maritime and terrestrial works)
  • Honfleur/Port Jérome Territorial Department
    is entrusted with operating and developing Honfleur port terminals in liaison with the Chamber of Commerce and Industry of the Pays d'Auge, as well as Radicatel, Port-Jérôme and Saint Wandrille terminals. Over all these areas, it also ensures the same functions as the Rouen Territorial Department.

Commercial and Communication Management

  • Commercial Relations
    are responsible for customer relations, promoting the port, sales canvassing and commercial watch
  • Communication and Information
    produce communication media for the port, as well as ensuring organisation of the Port’s presence in local events
  • Media Relations
    take care of relations with the media, as well as monitoring publications relating to the port
  • External Operations
    cater for organizing trade fairs and missions outside Rouen, organizing how visitors to the port are welcomed, managing corporate gifts

Human Resources Management


Ensures all tasks relating to personnel management (recruitment, training sessions, etc.), working conditions and services provided to the personnel (mutual societies, etc.). Also entrusted with legal monitoring of operations relating to the port.

Finance and Informatics Management


Responsible for accounting, finance and pay operations as well as advertising and monitoring of Port calls for tender. Also takes care of implementing and managing the Autonomous Port equipment and information technology network.

General Management Officer


takes care of management control and institutional public relations
